Step 2 : Click On Layout.
Step 3 : Now select that layout which you want to unlock and click on edit.

Step 4 : t Now new window will appear then select the address and scroll it to right side till the end and copy the address after (=).
Step 5 : Now click on template and edit html..
Step 6 : Press the CTRL+F and put copied code in that box and hit enter.
Step 7 : Now change the code locked= 'true' to locked='false' like below and save the template.
Step 8 : Now open your layout and chect it.
It will be unlocked u can move it anywhere.
